Depends on the ship type, nation, and date of construction.

You don't need to know anything about historical rates of fire to do this. The rate of fire is set by speed of reloading. As a default rate of fire is set to 1. 1 equals the full amount of time it takes to reload the gun. If you set it to .5 it will take gunners half of their normal reloading time. Setting ROF to 2 means that it will take the gunners twice as long to reload (it goes all the way up to 5). The general consensus is that 1 is the speed at which a ship could fire in real life. Because the greatest number of planes you see attacking a carrier online is about three the rate of fire seems like way to much. There probably would have been more like three squadrons attacking in real life so the firepower is probably fairly accurate. A friend of mine from the HellHounds said that 2 is a pretty good setting. Survivable but a lot of fireworks.
To change ROF you need to go to the object menu for the ship you have placed and go to the second tab (its called "properties" maybe). Its right there.

Perfect. Thank You Big Bear, that answered my question. ROF is in the ship properties, cool beans.
